I can't find Jingle in Animal Crossing: City Folk! Help?

I found Jingle outside around the town hall, and he gave me a present. Then, I went inside Buck's house when he wasn't home and I found Jingle there. I took off my gles and he gave me another present. Then, I took off my hat but he didn't give me another one. I left the house and I couldn't find him again! He wasn't in Buck's house, and he wasn't in any of my other villagers's empty houses either! I'm really confused. I've been looking for him for 45 minutes! I keep going from empty house to empty house, but I can't find him. I put both my presents from him in my house. I changed my disguise. He's no where!!! Help?!
