When doing newsletters, what does Volume1, Issue 1 stand for?

Obviously stands for the very first issue of the newsletter. Volume can mean a year's worth of publishing, issue 1-12 for an issue per month for a year, then it is volume 2, issue 1 (again) for first issue for the second year. Is this helpful?
