16th hotel party good idea or nah?

my birthday is coming up in feb andi was really wanting to have my party in a hotel.. now i am not sure if you are allowed to have more than the paid # of guests you invited..... the noise will stay down and not bother other guests ....but i want like 20 people there divided into 2 rooms one with double bed and a nother with a king... is that a good idea...or no??????
